Bungie's engine didn't support things like facial expression animation until around the time Halo got released.

They didn't move because the art of lip moving was very rare at the time.

I think you mean "GitS", not "Gots" But yes, what they said ^ Frankly, other games already had moving mouths by the time Oni came out, so I guess it just wasn't high on Bungie's priority list. That, and development took longer than expected. The game would have been much more current in its technology if it came out in 1999 as originally planned.

That, and I think that with such limited graphics technology, it's just better to not even try. It would just look ugly. I mean, let's face it, even some modern games don't look very good facial expression-wise.

I believe it'd be possible to add facial expressions to characters, but it needs reworking of the models, and new key animations as well. The BSL files would probably need to call the new animations as well, but it'd be kinda cool if someone picked this project up.
