I just modified the TXMP for lens flare. The originals had that dithered look.

yeah the right looks better, less pixelated and looks like it's using a higher color format.
you should do the hit impact particles next like konoko's flash when she hits with devil spin kick or rising fury

Both, I took a simple approach. though, I'm sure a skilled graphics person starting from scratch will make them look better.

Be sure to extract the TXMP with xml to get the proper flags.
For example:
<Flags>HasMipMaps DisableUWrap DisableVWrap AdditiveBlend</Flags>
<Format>DXT1</Format>
<Image>TXMPlensflare11a.tga</Image>
I would use TGA for the image file format.
