This is a question for the Modification forum, so I'm moving it there.
You can use any 3D program that can export to the Collada (.dae) format to make a gun model. Blender and XSI Mod Tool are the most popular choices because they're free. A texture is simply painted in whatever graphics program you are comfortable in.
