You mean Matrix-like bad@$$ dual wielding? If yes, then I am sorry to disappoint you, but it is not possible.
Well, to be precise about what Oni can handle - you can simulate dual wielding by creating 3D weapon model ( M3GM ) which looks like this:
gun | some empty space | gun
So it will be one weapon model ( like TCTF autopistol ), but it looks like two guns with some space between them. Space is large enough to fit these two babies roughly into hands of all characters ( plus minus).
Next, you can create PAR3 which will correspond to muzzles of these two, so you have dual guns firing particle. You can even make them shoot randomly left-rigt gun, or alternate perodically left-right gun, or fire both simultaneously.
Now one tiny problem is left - you have no free animation varient to assing this dual wielding guns to. Original Oni lets you choose whether gun is a small firearm ( uses PIS varient, character perform pistol wielding animations while having this wapon in hand ) or a rifle ( uses RIF varient, character performs rifle wielding animations ). No free varient for you to create DUL animations. And no, new varients cannot be added.

Item 3 referred to allowing Konoko to run with her gun arm swinging freely, presumably only when the gun is out of ammo -- like the AI does.

Item 3 is possible, and will be in the Daodan, eventually.
About new varients and such: I'm hesitant about adding them until the Macs have a better patching option.

1.) You can disable it in ONWC file ( file which holds data about gun ).
3.) Guys, as far as my copy of Oni goes, there are primary and secondary controls. And if you have loaded gun in hand but you press secondary control for punch or kick, character punches or kicks. So you can do lariats with loaded guns ( of course pressing primay control for punch - left mouse will make character shoot even in the middle of the lariat ^_^ ).
