Yet another mouse problem thread

Sorry for the redundancy of the matter, i'm a long time lurker and i've seen all the threads about this problem and all the solutions... that don't seem to work for me, or at least work partially.

My problem is not the the mouse is oversensitive or unplayable or stuck to the ceiling, my problem is that sometimes the mouse become over sensitive for a 3-5 of seconds and then it is almost stuck/impossible to move for the same amount of time, it's not a major issue but it's pretty annoying.
Here's what i already tried to do, following fixes from threads and from the wiki:
-Anti-aliasing maxed and v-sync forced from nVidia control panel
-Oni.exe on single core affinity/single core executable
-Override High DPI settings
-Rivaturner fps limiter even at 30 fps for testing (didn't solve the issue)
-OS is up-to-date
-GPU drivers are up-to-date

I'm running Oni on the latest Anniversary Edition, and my PC specs are what follows:
-Windows 10
-GTX 1060 6GB
-8GB RAM
-AMD FX-6300 CPU

Has anyone run into this specific issue?

It sounds you've tried practically everything.  What's the refresh rate of your monitor?

My monitor is 16:9 60hz refresh rate and i have dual monitor setup with a 16:10 60hz monitor cause budget.

You could try with just one monitor and switch from fullscreen to windowed and back again.

Yeah, I would give that a try to see how it performs with one monitor.  I've seen issues in Mac Oni with dual monitors.
