I also find it hard (read: impossible) to believe that you don't have an IGMD folder, unless it's in a folder containing the Oni folder and Oni has somehow found it, which is probably also not possible.
But since we make the IGMD folder freely available for download, here: http://wiki.oni2.net/IGMD#Downloads
i just checked Oni Galore (Wiki.oni2.net)
and it wasnt there....
Please check harder next time, typing "IGMD" in the sidebox would have taken you right to that page. :-)

its phucking invisible..because i tried to put it in my game data folder and it says "This file already exist"
But its no where to be found O_o

Hmm, interesting. I am not a Windows guy (you are in Windows, right?). I just know about the option for "Show hidden files", is it under the View>Options under the menubar of the window, guys? Maybe someone else has something more helpful to say, that's all I can think of. Also, this sounds like a general Windows question, so it's probably fastest/easiest to get an answer from a Windows forum.

Try typing in "\IGMD" after GameDataFolder in the address bar, too.

It was invisible all along...i found it..by logging my computer to "Show all files" and i got it! Thanks!
I can now start putting them in...

onirulez what are u trying to install ?
motoko already has a package
also Black Ops has a package
we no longer use plugins that's why the files are unavailable anymore ... this is a very old topic.
check the authoritative mod directory for links for these characters as packages.
