-I noticed that the hackers of oni community made a lot of modifications before they locked me up, do you have any idea what they want with an old game? -Modifications? What kind of modifications?
-Hard to tell, without getting a look at things but it looks like they're repurposing it. -Why?

Hah, I remember when civilians used to behave like that every second. Unfortunately I tend to have low health when encountering this, so sometimes I just got killed by a civilian. Pretty embarrassing. ^_^

Really? It tend to happen now and then in vanilla Oni. I haven't experienced it in the AE though. I think some of the melee/AI mods erased the possibility.

About using infinite staggering moves, is it possible to modify that they get knocked down if u use it on them when they're already staggered instead of it staggering them again?

Yoriko: certain workarounds can be utilized to make these moves appliable only once (then make them cause knockdown). I am not an active modder currently, so I don't know whether somebody tried to unify all combat system fixes or not. I guess Gumby at least tried to collect as much of these fixes as possible into one AE package.
In case you want to hear tech talk, ask via PM to keep this thread on topic.
Regarding the topic, mentioned behavior is a bug. Most of civilians disputed here in the thread have clearly set NEUTRAL team (those who are not clear to me are the ones I forgot which team they were assigned to ^_^). Personally I observed this bug only with NEUTRAL vs TCTF. The other "team couple", SYNDICATE_ACCESSORY vs SYNDICATE, has never shown this kind of an issue for me.
This glitch can have something to do with the fact NEUTRALS can fight (unless NEUTRAL character is set to be panicking instead), and will fight anyone who attacks them. Maybe this feature is somehow reversed and under cerain conditions, TCTF teammeber acquires NEUTRAL as an enemy aka "this character wants to harm me".

I think it's quite cool though that a civilian can just pick up a gun and start shooting the enemy if oppurtunity arrises, if you drop a gun near a civilian that hasnt been attacked by a syndicate member causing the civilian to panic would that civilian then pick up the gun and start shooting directly or does he/she need some kind of trigger to do so?

It would be even more realistic if some civilians reacted faster (more courage) than others to take that weapon and start defending themselves ^^

I've had that happen before. Great fun, I think I know which field in the ONCC needs to be tweaked for it to happen, too.
