Oh, I see, a completely obscure program that no one has heard of, THAT sai.
No, it doesn't seem to do alpha channels. "SAI focuses on drawing and painting, while the final composition is often done using another application. SAI displays white and transparency in the same way, which may cause significant display differences when exporting to another program, such as Adobe Photoshop."
As I've said before, Gimp is free and definitely handles alpha channels. Have you tried Gimp yet?

oh ...i get it ...the reason im asking is .....sai is better (in the tool way.,...but doesnt have alpha channel

To correct myself a bit, SAI actually might support alpha (transparency), but not in a way that will be very helpful. So you're better off using a program like Photoshop or Gimp that is made for compositing (placing layers together), because they always have the best transparency support.
