Upconverted Textures

I'm looking to add as many graphics upgrades as I can but was wondering if there's a way to do so without altering any of the game play (no new moves, and would prefer if the existing ones weren't all unlocked at the beginning but rather unlocked as you play, like in the original game). Any help on this with the anniversary edition?

There was a project that started to do this sort of thing, but it kinda got pushed to the backburners. Ask Iritscen about it.
